Project Description:
The study contract for the development of guidelines for environmental assessment of urban construction projects (highway, bridge, tunnel and the main channel for collecting stormwater) was concluded in the form of a research-study plan in March 2015. Following the approval of the Tehran City Council in 2006 and the Executive Regulations of the Environmental Management Center for Sustainable Development in 2007, Tehran Municipality mandated the description of environmental impact assessment services as an attachment to the study contract for inner city projects. According to the experiences gained, the need to match inner-city projects with the capacity of the land and the importance of paying attention to the sustainable development approach, the development of environmental impact assessment guidelines was defined. One of the measures taken by the consultant in order to formulate this guideline was the pathology of the reasons for the failure of previous studies. In this regard, one of the main challenges has been the predominance of the "report preparation" approach and completing the project documentation. In this study, a practical method to identify, evaluate and determine the solutions to reduce the effects of different projects in the stages of construction and operation is developed in the form of a certain framework and the structure of the environmental management program is presented.
Also, the organizational structure of the implementation of the evaluation in accordance with the existing legal framework in the country is considered and suggested to complete the evaluation process and implement the environmental management program.
